Sale of 327 Main Street

The City of Norwich is soliciting proposals for the purchase and development of the property located at 327 Main Street, which was merged into a single lot via a city resolution on March 2, 2026. This solicitation, identified as RFP 27-03, is managed by Purchasing Agent Karl Klein and is open to all qualified entities, with Minority Women’s Business Enterprises specifically encouraged to apply. Proposals must be submitted exclusively through the procurement portal by 2:00 P.M. on November 24, 2026. The City expects the purchase price to be no less than the property's assessed value and requires a detailed development plan, including an implementation schedule, funding sources, and a parking strategy. The selection committee will evaluate proposals based on appropriate use, design compatibility with the Downtown Norwich National Historic district, feasibility, proposer qualifications, operational track record, and overall economic impact. Preference is given to taxable uses and mixed-use commercial and residential projects. Proposers must certify they are not on any state or federal debarment lists and must be free of any current or past due taxes or liens owed to the City to be eligible for the award. Final approval of the sale is subject to a public hearing in accordance with State of Connecticut General Statutes section 7-163e. Successful bidders will be required to provide a certificate of insurance within ten working days of the Notice of Award.
