Sale of Expended Deformed Small Arms Cartridge Cases

The Minnesota Army National Guard, through the United States Property & Fiscal Office, is offering for sale approximately 35,759 pounds net of deformed small arms brass cartridge casings, originally stored in Gaylord boxes on pallets at Camp Ripley in Little Falls, Minnesota. The material has been rendered unusable in accordance with DoD Instruction 4715.4 and is being sold as surplus property in an “as is, where is” condition without any warranties regarding weight, quality, or fitness for use. Bidders must submit a bid of at least $1.00 per pound, with the total contract value estimated at $35,759, and must provide full payment via certified check or money order payable to the U.S. Treasury, or a surety bond covering the bid amount, within 10 business days of award to schedule pickup. Payments must be received prior to scheduling each shipment, including subsequent deliveries if multiple loads are bid upon. Inspection of the material is mandatory and available only on July 8–9, 2026, between 10 a.m. and 2 p.m. CDT, and bidders are responsible for all costs associated with removal, including loading using forklift equipment only, secure transport, and compliance with federal, state, and local regulations. The Government does not provide packaging, preservation, or labeling beyond the standard tri-wall box and pallet configuration, and no MIL-STD requirements apply. Title and risk of loss transfer to the purchaser upon loading onto their conveyance at the origin site. The award will be made to the lowest responsive bidder meeting all mandatory conditions, with no non-price evaluation factors considered. Failure to remove the material within agreed timelines or to make timely payment may result in liquidated damages of 20% of the purchase price or $25, whichever is greater, and potential default. All bidders must provide a valid Unique Entity ID and CAGE code, and must not be debarred, suspended, or delinquent on federal obligations.
