1. General Description of Supplies


The Marine Corps Recruit Depot (MCRD) Parris Island Qualified Recycling Program (QRP) is soliciting bids for the sale of approximately 44,000 pounds of expended, deformed small arms brass shell casings (.50 caliber or smaller).


This is a sale of government-owned scrap materials on a Firm-Fixed-Price basis. Under the scrap warranty, the purchaser represents, warrants, and certifies that this property will be completely scrapped (e.g., melted, shredded, or otherwise deformed) to preclude any recognition or reconstruction of the items.


2. Basis for Award


Award will be made to the responsible, responsive offeror whose conforming proposal offers the Highest Price Technically Acceptable (HPTA) per pound. The Government intends to make a single award to one purchaser.


3. MANDATORY Logistics & Loading Requirements (FOB Origin)


The materials are offered on a Free on Board (FOB) Origin basis at MCRD Parris Island, SC.


  • Required Transportation: The purchaser must provide an open-top trailer or open-dump trailer (typically ~48,000 lbs load capacity).

  • Prohibited Containers: Loading into Gaylord boxes, metal drums, supersacks, or similar closed containers is STRICTLY PROHIBITED.

  • Loading Mechanism: QRP personnel will load the buyer's open-top trailer using forklift-mounted self-dumping hoppers. The facility is not equipped to manually load, palletize, or dump into specialized container configurations.

  • Timing: Removal must be executed on a mutually agreed schedule, commencing no later than 15 calendar days after the first payment (50% deposit) is received.
