Salt Lake City Corporation is seeking qualified individuals to provide Administrative Appeals Officer (AAO) services under a professional services contract not to exceed $75,000 over an initial three-year term, with options for extensions. The AAO is responsible for conducting formal administrative hearings and issuing written decisions on appeals related to civil violations of the City Code, impact fees, and land use matters in accordance with specific Salt Lake City Code chapters. Appointed by the Mayor with City Council consent, the AAO must have appropriate legal qualifications—either membership in the Utah State Bar or substantial relevant experience with administrative appeals—and adhere to ethical standards, conflict-of-interest regulations, and public records laws such as Utah’s Government Records Access and Management Act. The contract entails no guaranteed minimum work volume; hearings are scheduled as needed, and the hearing fee charged to the City is determined per case. The solicitation favors a best-value selection process prioritizing completeness, relevant qualifications, and ethics compliance rather than lowest price, and allows multiple appointments. The contractor must operate independently, maintain licenses, comply with all applicable laws, and submit original hearing documents to the City for acceptance before final payment. Proposals must be submitted via email by November 3, 2026, and include a thorough demonstration of qualifications, a conflict-of-interest statement, ethics certifications, and proposed hearing fees. Payment processing requires invoicing to the department requesting services, and contract administration is managed through Salt Lake City’s Contracts Administrator. The contract emphasizes thorough documentation, transparency, and adherence to City governance and ethics policies throughout its term.
