San Antonio Channel - Partial Easement Relinquishment

The San Antonio Channel Partial Easement Relinquishment project involves the sale and extinguishment of a portion of an existing District easement located within APN 1013-271-17 in Chino, California. Michael Baker International, acting on behalf of the property owner, Chino East End Industrial, LLC, has proposed this acquisition to remove the easement encumbrance. The relinquishment is deemed necessary because the easement is no longer required following development of the San Antonio Channel by the U.S. Army Corps of Engineers and the accumulation of undocumented fill over time. The project also includes street drainage improvements for San Bernardino County, utilizing an open ditch to transition drainage through part of the easement into the channel. Managed by the San Bernardino County Flood Control District and the Department of Public Works Environmental Management Division, the project is classified as a sale of surplus government property. It has been granted a Notice of Exemption under CCR 15061(b)(3) as a General Rule Exemption, indicating that the action poses no significant environmental impact and is not located in an area of statewide, regional, or area-wide concern. Primary administrative oversight is provided by the Engineering Manager of the Environmental Management Division and the Director, with additional planning support from the lead agency's senior planner.
