Sand and Sandless Sandbags

The Department of Defense through its Hawaii office is soliciting proposals for the supply of rugged polypropylene sandbags and self-activating sandless bags to support flood response efforts in Hawaii (Oahu). The sandbags must measure 14 x 26 inches, be made of woven polypropylene resistant to punctures and tears, provide maximum UV protection lasting at least 1,000 hours of sun exposure, feature a dense yet lightweight weave capable of holding dry materials, and include built-in ties. The sandless bags must be 12 x 24 inches, activate upon contact with water, absorb a minimum of four gallons each, swell to a height of at least 3.5 inches, shrink back down when dry, and be reusable. Proposals must be submitted by June 16, 2026, with a total contract value capped at $100,000—$50,000 allocated for each bag type—and must include all costs for materials, shipping, and the 4.712% Hawaii general excise tax. Vendors are required to demonstrate experience in supplying similar products, maintain current compliance with Hawaii’s tax, labor, and business licensing agencies via the Hawaii Compliance Express portal or equivalent documentation, and provide proof of active status on SAM.gov without federal debarment or suspension. The contract is governed by Hawaii state law, with disputes to be resolved in Honolulu courts, and payments are contingent on the availability of federal funds and formal invoice submission with certification of performance. The state retains audit rights to cost and pricing records for up to three years after final payment, and contractors must ensure all personnel meet applicable licensing and quality standards. Preference is given to qualified small, minority, and women-owned businesses under federal guidelines. Any changes to delivery, performance, or scope require a written amendment signed by both parties, and delays due to natural disasters, strikes, or other excusable causes must be notified within 15 days to trigger schedule adjustments. Subcontracting requires prior written state approval, and all subcontractors must also provide tax compliance documentation. Failure to meet any pass/fail gate—including documentation completeness, compliance, or capability assessment—will result in disqualification.
