The Santa Paula Creek Spur Dike-2026 Emergency Repair Maintenance Project is a forecast initiative managed by the Ventura County Watershed Protection District in Santa Paula, California. The project aims to repair four spur dike structures that were damaged during significant storms and precipitation in December 2025, which led to a State of Emergency under Proclamation No.CA26-1. These structures, some of which had been previously repaired in 2025 in collaboration with the USDA Natural Resource Conservation Service, are critical for protecting surrounding neighborhoods and communities from storm and debris flows, particularly in preparation for the upcoming El Niño season. The scope of work involves temporary impacts within the existing 2025 project footprint, including the placement of equipment in the creek bed and the rearranging of rocks and sediment. Due to the urgent nature of the repairs to restore flood control protection, the project has been granted exempt status under the California Environmental Quality Act emergency project provisions. Administrative filings, including the Notice of Exemption and required environmental document fees, were completed in September 2026. Dominic Tyburski, Assistant Director for the Ventura County Watershed Protection District, serves as the primary point of contact for this effort.

Full Description

In 2007/8, the Santa Paula Creek Spur Dike Project (Project) was constructed to protect the neighborhoods and communities along Santa Paul Creek from damage caused by storm and debris flows that can occur in Santa Paula Creek during and after significant storms and precipitation. In 2025, the Ventura County Watershed Protection District (WPD), in collaboration with USDA Natural Resource Conservation Service, repaired seven of the spur dike structures in Santa Paula Creek (2025 Santa Paula Creek Spur Dike Replacement Project). However, in December 2025, California experienced significant storms and precipitation, prompting the Governor to declare a State of Emergency (Proclamation No.CA26-1). The storms and precipitation resulted in high flows and debris in Santa Paula Creek damaging the spur dike structures repaired as part of the 2025 Project, reducing the flood control protection for surrounding neighborhoods and communities. As a result of the damage, to protect the surrounding neighborhood, and in preparation of the upcoming El Niño season, WPD is proposing to repair the four damaged spur dike structures. All impacts will be temporary, such as equipment in the creek bed and rearranging rocks/sediment in the creek bed to be placed in the spur dike footprints. The temporary impacts are within the footprint of the 2025 Project.
