The contractor will design, fabricate, and deliver two historically accurate reproduction 6-pounder American cannon carriages in the “Muller” pattern for display at Saratoga National Historical Park in Stillwater, New York. The project requires the contractor to conduct an onsite visit to measure existing replicas and barrels, develop detailed design drawings for National Park Service approval, mill white oak lumber to precise specifications, fabricate iron or steel hardware, assemble the carriages off-site, and apply a three-coat paint system—one white primer and two coats of black semi-gloss finish—while preserving authentic exposed wood surfaces where historically accurate. All work must adhere strictly to the technical schematics and photographs in Attachment A and B of the Statement of Work, ensuring durability for year-round outdoor exposure and compliance with NPS safety and public access standards. The contractor is responsible for materials, labor, project management, and shipping, with final delivery and installation occurring at the park. Completion is required within 275 days of award, with delivery due no later than November 6, 2026, under FOB Destination terms. The contract is a firm-fixed-price purchase order valued under a solicitation issued on April 1, 2026, with a submission deadline of April 24, 2026, and award anticipated thereafter. Proposals must demonstrate technical competence through verified insurance, a minimum of three prior projects involving reproduction of historic wooden artillery carriages with metal mountings, and three documented examples of similar past performance with full project details. Price will be evaluated for realism against the Independent Government Estimate and compared with other offers under a trade-off analysis that gives equal weight to non-price factors—technical competence, experience, and past performance—and price.
