The United States Agency for Global Media (USAGM) Germany Transmitting Station intends to negotiate a firm-fixed price purchase order, on a sole source basis, with DUALZ Solutions B.V. Netherlands for the procurement of a software upgrade of the existing Smart DVB Monitoring and Multiviewer System and the addition of related hardware/equipment to increase monitoring capabilities at the Lampertheim Germany Transmitting Station. The statutory authority for this sole-source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The nature of the proposed sole-source award requires that the unique services and supplies for this procurement are provided by the manufacturer of the existing DUALZ Smart DVB Monitoring and Multiviewer System installed at the Lampertheim Germany. The United States Agency for Global Media (USAGM) Germany Transmitting will issue a new firm-fixed-price purchase order for the supply, installation, and upgrade of the existing DUALZ Smart DVB Monitoring and Multiviewer system. DUALZ Solutions B.V. is the manufacturer of the installed system and does not have a distribution network for its products. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by the established due date/time outlined in this notice. Inquiries will only be accepted via email to gschwabe@usagm.gov, and no telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
