***NOTICE to vendors - the requirement for "1 each Satellite Router" has been removed from the solicitation.*** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This is a request for quote in accordance with Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures. This synopsis/solicitation # W911YN-17-T-0050 is issued as a Request for Quote (RFQ). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95 effective as of 19 January 2017. NAICS code: The corresponding NAICS code for this solicitation is 334220 "Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing" with a size standard of 1,200 employees. Corresponding Product Service Code is 5820. An Offeror must be registered on the System for Award Management (SAM - formerly known as CCR) before an award could be made to them. If a company is not registered in SAM, they must do so by going to SAM web site (https://www.sam.gov) and registering prior to being considered for award by the Government. This requirement is being advertised as an unrestricted requirement with Full and Open Competition. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The Government intends to issue a single, firm fixed-price purchase order so long as quantities are available from a single contractor. Delivery will be FOB Destination. This solicitation is a brand name or equal buy. The brand name item is identified in the extended description of CLIN 0001. If you are quoting an equal item, you must comply with FAR provision 52.211-6. Documents supporting an equal item as discussed in 52.211-6 shall be included with the submission of your quote. Description of Requirement: 1 EACH AVL Model 1098 or Equal. The required system will operate strictly off of a commercial satellite provider; this will not access military satellites. The satellite system must be compatible with the current Florida National Guard provider, TrustComm, Inc, currently under separate contract. If quoting an equal item, the following salient characteristics must be met: 1. 1.2 meter Ku-Band Case-Based Flyaway Mobile VSAT Auto-Tracking Antenna. 2. ACU controller. 3. Removable 1.2m engineered composite Ku-Band Reflector; 4 piece. 4. Removable feed boom 5. Manual hand crank for emergency stowing. 6. No more than 2 ruggedized (rotomolded) heavy-duty cases with handles and wheels; cases will not exceed 160 pounds per case. One case will house the 1.2 meter dish and the other will house the satellite router and ACU controller in a rack mount which must be able to safely hold up to 160lbs. 7. All cabling associated with connecting the satellite dish to the ACU controller & satellite modem/router. 8. 8 Unit rolling shock rack. 9. 6 Watt BUC with mounting kit and one additional spare BUC. 11. 8 Unit rolling shock rack. 12. Wind resistant up to 40 mph (64 kph) operational. Delivery shall be within 90 days after date of contract unless a different delivery period is incorporated into the resulting purchase order/contract. 252.213-7000, Notice to Prospective Suppliers on the Use of Past Performance Information Retrieval System-Statistical Reporting in Past Performance Evaluations, in competitive solicitations for supplies when using FAR part 13 simplified acquisition procedures, including competitive solicitations using FAR part 12 procedures for the acquisition of commercial items and acquisitions valued at less than or equal to $1 million under the authority at FAR subpart 13.5. Basis for award. Award will be made to the responsive, responsible contractor (see FAR Part 9) whose quote represents the best value as determined through use of PPIRS-SR data.
