Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a strategic initiative by the Space Acquisition and Integration Office (SAIO) to consolidate four disparate IT support contracts into a single unified framework. Supporting the 21st Communications Squadron across Peterson SFB, Schriever SFB, and Cheyenne Mountain Space Force Station, the requirement focuses on modernizing IT service delivery through data-driven and automated approaches. The procurement is being conducted as a closed Commercial Solutions Opening (CSO) utilizing a phased evaluation process consisting of White Paper submissions, optional pitch sessions, and final technical and price proposals. The resulting award will be a single, fixed-price, FAR-based contract governed by FAR Part 12 and DFARS, featuring a hybrid CLIN structure that includes Firm-Fixed-Price for baseline stability, Fixed-Price Incentive Firm for modernization, and Fixed-Price Economic Price Adjustment for surge requirements. The anticipated contract award date is March 31, 2027, with a 60-day phase-in period followed by a base period starting June 1, 2027, and five subsequent option years.
