Full Description

NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego intends to award a sole source contract to General Dynamics Mission Systems, original equipment manufacturer, (OEM) to the X and Y axis of a 60 FT tracking antenna using General Dynamic Mission Systems (GDMS) Antenna Control Units (ACU) and Power Distribution Units (PDU). The existing ACU/PDU on the NAVSOC satellite tracking station at Laguna Peak was developed and designed by the Original Equipment Manufacturer (OEM), GDMS. GDMS has proprietary rights to their antenna control and power distribution units, and their tracking software that integrates to NAVSOC Laguna Peak 60-foot antenna system. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). See Note 22. This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit its capability statement in response to this notice by closing date via email to contact@example.gov. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
