Pre-Solicitation Notice: This is a pre-solicitation notice, not a solicitation. The solicitation has NOT yet been issued. Solicitation Number: TBD Item: CLOTH, SATIN NSN: 8305-01-035-1058 PGC: 11311 This procurement is for the manufacture and delivery of CLOTH, SATIN, NSN 8305-01-035-1058, PGC: 11311. The CLOTH, SATIN shall be manufactured in accordance with (IAW) Military Specification MIL-C-24576A (SH), CLOTH, SILICA GLASS; CLOTH, COATED, GLASS, SILICONE RUBBER COATED dated 27 July 1987 and Amendment I dated 13 January 1988. Production Lead Time (PLT) is 159 days for the first delivery order and 90 days for subsequent orders. This procurement will have four (4) one-year tier periods with a minimum quantity for the entire contract life of 35,971(yards) and a maximum quantity for the entire contract life of 179,852(yards). The annual estimated quantities for each respective tier year are as follows; Tier 1 51,326(yards), Tier 2 30,852(yards), Tier 3 30,852(yards), and Tier 4 30,852(yards). Solicitation will be 100% Full and Open Competition (Unrestricted) with HUBZone Price Evaluation Preference. Firm-Fixed Price, Indefinite Delivery Indefinitely Quantity contract is anticipated for this procurement. This solicitation will be evaluated under Lowest Price Technically Acceptable Source Selection Procedures with the following evaluation factors: 1. Technical Test Reports (Factor 1) 2.
