The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program Office (PMA-209), intends to issue a firm-fixed-price delivery order under Basic Ordering Agreement N00019-08-G-0016 with Rockwell Collins Government Systems (RCGS). This order will provide SATURN software for RT-1851A(C) serial numbers 7758-7767 for use on the Mi-17 for Hungary under FMS case HU-P-LAG. This order will also provide the labor required to load SATURN software, test and verify the successful load of the SATURN software into the radios, including round trip travel to Kecskemet, HU. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintains the proprietary rights to this radio, it is the only source capable of providing the required efforts.
