The City of Sacramento's Department of Public Works is seeking proposals from qualified vendors to conduct residential waste container route reviews in compliance with California Senate Bill 1383. The primary objectives include identifying contamination in the garbage, recycling, and organics waste streams, providing educational outreach to residents on proper waste sorting, and evaluating current contamination monitoring and notification procedures with recommendations for improvement. The reviews will involve inspecting waste containers across approximately 134,000 residential accounts, including various housing types such as single-family homes, duplexes, triplexes, fourplexes, condominiums, and mobile home parks, with the goal of reducing landfill disposal of recyclable and reusable materials. Vendors will also record and report participation rates for the city’s recycling and organics programs on each route. The contract, with a proposed budget of $200,000, aims to ensure compliance with SB 1383 mandates, which require jurisdictions to monitor waste streams and educate residents through annual waste evaluations or route reviews. The City anticipates receiving competitive bids and intends to award at least one contract, though additional contracts may be considered based on need. The selected vendor will be responsible for assessing contamination levels, providing educational outreach, and recommending strategies to decrease contamination, ultimately supporting the City's efforts to improve waste diversion and environmental sustainability. The solicitation is open until September 4, 2024, and further details can be accessed through the provided online portal.
