The U.S. Small Business Administration (SBA) has proposed increasing the small business size standards for 22 industries within the Transportation and Warehousing sector, specifically those classified under NAICS Sector 48-49. This initiative is part of SBA’s broader effort to review and potentially revise size standards across all industries within this sector that use receipts-based criteria. The proposed rule follows the methodology detailed in the SBA’s "Size Standards Methodology" White Paper, which explains how the agency sets, reviews, and adjusts both receipts-based and employee-based size standards to better reflect industry realities. This rule is a continuation of a series of proposals targeting different sectors grouped by NAICS classifications. Stakeholders and interested parties are encouraged to review the proposed changes and submit comments by July 12, 2011, through the Federal eRulemaking Portal. The SBA aims to gather feedback to ensure the size standards accurately represent small business capabilities within the transportation and warehousing industries. For further information or questions, Carl J Jordan serves as the point of contact, reachable via email and phone. The proposed rule and supporting documents are accessible online, allowing for transparent public participation in the review process.

The U.S. Small Business Administration (SBA) has proposed to increase small business size standards for 22 industries in North American Industry Classification System (NAICS) Sector 48 49, Transportation and Warehousing. As part of its ongoing initiative to review all size standards, SBA has evaluated all industries in NAICS Sector 48 49 that have receipts based size standards to determine whether the size standards should be retained or revised. This rule is one of a series of proposed rules that will examine industries grouped by a NAICS Sector. SBA has issued a White Paper entitled "Size Standards Methodology" and published in the October 21, 2009 issue of the Federal Register a notice that "Size Standards Methodology" is available on its website at www.sba.gov/size for public review and comments. The "Size Standards Methodology" White Paper explains how SBA establishes, reviews and modifies its receipts based and employee based small business size standards. In this proposed rule, SBA has applied its methodology that pertains to establishing, reviewing and modifying a receipts based size standard. We invite you to review the proposed rule and submit your comments. The proposed rule explains how to submit your comments to SBA. We recommend that you comment through the Federal eRulemaking Portal: www.regulations.gov. Follow the instructions there for submitting your comments. The deadline for submission of comments is July 12, 2011. You can read/download the proposed rule at www.regulations.gov (RIN-3245-AG08).

Administrative Lease Authorization and Regulatory Compliance SupportThe California State Lands Commission is authorizing an administrative lease for a 20-year general lease agreement to support public agency use of an existing pedestrian bridge that crosses sovereign lands. This action involves formalizing the long-term operational use of the structure while ensuring compliance with state regulatory frameworks, including a determination of eligibility for a CEQA categorical exemption to avoid full environmental review. The lease pertains specifically to infrastructure already in place and is intended to provide legal clarity and continuity for public access purposes without requiring new construction or substantial modification. The activity falls under NAICS code 926110, indicating it is a government administration function related to land and natural resource management. The project is centered in Red Bluff and is part of a broader effort to maintain public infrastructure on state-held lands while streamlining regulatory processes through established exemptions. The administrative action requires internal review and documentation to confirm that the lease meets statutory criteria for categorical exemption under CEQA, ensuring no significant environmental impact from continued use. No new solicitation or competitive bidding is involved, as the lease supports an existing facility under the jurisdiction of the California State Lands Commission. The contract serves as a procedural and regulatory support mechanism to sustain public access and uphold compliance with state land management policies over the 20-year term.
