SBY AIR TRAFFIC CONTROL TOWER INTERIOR RE-HAB

Wicomico County is soliciting bids for the interior renovation of the Salisbury Airport Air Traffic Control Tower (ATCT), specifically targeting the stairwell and the top two floors. This project follows a previous FAA installation of new control equipment and cabinets. The scope of work includes electrical upgrades such as converting lighting to LEDs and installing dimmable recessed drop ceiling lights, as well as plumbing and interior finishing. Key deliverables include the installation of a tankless hot water heater and slop sink in the closet, the replacement of a bathroom vanity, sink, and an ADA-compliant comfort height toilet, and the installation of black 2x2 ceiling tiles with insulation. The stairwell requires LED lighting conversion and white painting of all flat surfaces. The contract is an Invitation for Bid (IFB #2027-IFB-020) with a response deadline of October 22, 2026. The project is estimated to start on July 1, 2027, and must be completed by December 2, 2027. Award will be granted to the lowest responsive and responsible vendor. Because the work occurs within the SBY Secure Perimeter, at least one supervisor must obtain an airport ID, and all work must be performed without interfering with flight operations, which occur daily from 6:00 AM to 10:00 PM. Vendors must submit electronic bids via the OpenGov e-Procurement Portal, including a Maryland Certificate of Status, a Non-Collusion Affidavit, and three references from the last 12 to 36 months. If the contract exceeds $100,000, performance and payment bonds for 100% of the contract price are required. The contract includes liquidated damages ranging from $100 to $1,000 per day depending on the total contract value, and the County reserves the right to cancel for convenience if budget funds are not approved. Payment terms are set at 30 days upon receipt of a proper invoice.
