The requirements are detailed in the attached Statement of Work. The NAICS code for this requirement is 334516 (Analytical Laboratory Instrument Manufacturing), with a size standard of 1,000 employees. This notice of intent to award a sole source contract is not a request for competitive proposals. A Request for Quotation (RFQ) will be released for this requirement in the near future. Address questions regarding this notice of intent to Kyle Hartlage via e-mail at kyle.hartlage@us.af.mil or or David Bathgate (AFLCMC/WNU), at david.bathgate@us.af.mil. Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Next Generation One-Person Life Raft Modernization
Solicitation # FA8606-26-R-5001
The Air Force Life Cycle Management Center Human Systems Division is conducting a market assessment to identify capable sources for the Next Generation One-Person Life Raft Modernization. This initiative aims to replace a 46-year-old legacy raft with a modern flotation system capable of supporting an isolated person for 14 days. A primary objective of the modernization is to significantly reduce the packed volume of the raft by 35 to 50 percent compared to the legacy LRU/16P, thereby increasing space and weight margins within seat survival kits to accommodate additional survival components and reduce maintenance. Technical requirements include durability for 5th to 95th percentile users, rainwater collection, sea anchor capabilities, and IR signature management. The government is seeking Rough Order of Magnitude cost estimates for approximately 2,000 production units and 30 ruggedized training units, as well as costs for technical manuals and a Technical Data Package to ensure future competitive procurement. This Sources Sought Synopsis is used for market research to determine the acquisition strategy and potential for a small business set-aside under NAICS code 314999. Interested parties must provide company identifiers, socioeconomic status, and feedback on their ability to meet the System Requirements Document specifications. Responses are limited to 20 pages and must be submitted to the primary point of contact by October 22, 2026.
