NOTICE OF PROPOSED PROCUREMENT (NPP) Solicitation #: 30004385 This requirement is for Fisheries and Oceans Canada (Real Properties Assets, Environment, Safety and Security) Title: Scraping and painting DFO lighthouse – Bic/Gaspe, Ile-Bicquette (QC) Objective: The Department of Fisheries and Oceans Canada (DFO) would like to receive a quote for the scraping and painting of the exterior siding and other related work on the DFO lighthouse on Bicquette Island. Background: The lighthouse stands 22.5 meters high on the northwest side of Bicquette Island, a large island on the South shore of the St. Lawrence River. The lighthouse consists of a circular tower of stone masonry faced with wood and topped with a circular lantern. The entrance door and windows are deeply recessed with low pediments and are also vertically aligned on the side of the tower. A circular platform, which supports the lantern at the top of the tower, protrudes around the perimeter and is encircled by an ornamental wrought-iron railing. The red band of the cornice at the top of the tower contrasts sharply with the height and width of the otherwise all-white building. The designation is limited to the footprint of the building. Scope of Work: The activities covered by this contract include the equipment, materials, services, transportation and labor required to complete the following: • Scrape off the paint on the outside of the lighthouse and seal in the remaining contamination; • Replace the metal rings around the outside of the lighthouse; • Restore lighthouse entrance door and replace door locking mechanism • Remove the guardrail along the wooden footbridge between the helipad and the lighthouse and rebuild a new guardrail like the existing one; • Optional: debris collection inside the headlamp. Security Requirement: There is no security associated with this requirement. Escort required at DFO site(s) • The supplier and all individuals assigned to work on the contract or arrangement MUST NOT have access to PROTECTED or CLASSIFIED information/assets. • The supplier and all individuals assigned to work on the contract or arrangement MUST NOT have unescorted access to restricted access areas of Fisheries and Oceans Canada facilities, or Canadian Coast Guard vessels. • The supplier and all individuals assigned to work on the contract or arrangement MUST NOT remove any PROTECTED or CLASSIFIED information/assets from DFO site(s). • Subcontracts or arrangements with a third party are not to be awarded without the prior written permission of the Contracting Authority (i.e. a new SRCL must be submitted and processed following the same procedure as for the initial contract Period of Contract: The period of contract shall be from date of award to November 1, 2023.
