SCDOT Performance Audit

The South Carolina Office of the State Auditor is soliciting proposals from qualified firms to conduct a comprehensive performance and organizational audit of the South Carolina Department of Transportation (SCDOT) in accordance with SC Code Section 57-1-360(B)(4). The scope of work includes benchmarking organizational structure against other gubernatorial-appointed state DOTs, reviewing planning and delivery processes using Federal Highway Administration process mapping, evaluating construction management frameworks, and assessing compliance with Act 177. The selected firm must provide periodic progress reports and a final report consisting of twenty-five bound copies and a Section 508 compliant PDF. Key requirements include attending a meeting with the Office of the Governor and arranging an entrance conference within 30 days of the award. Proposals are due by November 30, 2026, and will be evaluated based on the firm's qualifications, technical experience, staff expertise, proposed approach, and cost. While the Office of the State Auditor serves as the client, the SCDOT is responsible for the payment of engagement fees, which are submitted to the auditor for approval. Awardees must provide an all-inclusive maximum fee and adhere to strict mandatory affirmations regarding non-discrimination, drug-free workplace policies, the South Carolina Ethics Act, and restrictions on investment activities in Iran. Final payment is contingent upon the successful delivery of all contractual obligations and reports.
