Scholarship Management Software System

The University of Missouri System is soliciting proposals for the furnishing and delivery of a Scholarship Management Software System under solicitation number 25-0009. The project involves the implementation, integration, and support of a scalable system capable of interfacing with existing platforms, such as the Mizzou Fund Management System, while maintaining 24/7 availability and high-volume processing capabilities. The proposed contract structure consists of an initial five-year base term with five optional one-year renewals. Award decisions will be based on a best-value trade-off approach, evaluating the respondent's technical capacity, past performance, financial resources, and ability to provide ongoing maintenance and support. Due to the sensitive nature of the data involved, the contract mandates strict adherence to Data Classification Level 3 standards and compliance with FERPA, GLBA, HIPAA, and PCI-DSS regulations. Suppliers must execute a Data Breach Addendum, complete an IT Security Questionnaire, and support authentication methods such as SAML 2.0/Shibboleth. Additionally, the University requires vendors to undergo vulnerability assessments and remediate high-risk findings at their own expense. Proposals must be submitted electronically via the UMSystem Bids portal by September 4, 2024, and must include all required legal addendums and technical certifications to be considered responsive.
