This is a notice of intent to procure services currently provided under Contract Number GS-00F-0001S/HHSN273201100086U. This is NOT a request for competitive proposals. The statutory authority for this sole source action is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. The National Institute of Environmental Health Sciences (NIEHS) intends to issue a sole-source, award in accordance with FAR Clause 6.302-1. This award will provide the Division of Extramural Research and Training (DERT) with Science and Research Program Support for DERT for up to six months beyond the current end date of September 26, 2014 for Contract Number GS-00F-0001S/HHSN273201100086U. This contract shall be re-competed and an award is anticipated in FY 2015. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within fifteen days of this posting. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. Please email responses regarding this requirement to Patrick J. Barbour at: barbourp@niehs.nih.gov.
