The National Institute of Standards and Technology (NIST), through its Research Support Services Office and Information Services Office, is pursuing a sole source contract with Elsevier B.V. to renew subscriptions for 250 Science Direct electronic journal titles. This acquisition is critical for providing approximately 3,000 researchers with essential scientific and technical literature via the NIST Virtual Library, supporting both the research-discovery process and the accessibility of NIST-authored articles. Because Elsevier is the sole publisher and distributor of these specific titles, the procurement is being conducted under the authority of FAR Subpart 13.106-1 (b) and FAR 6.302-1. The contract, identified by solicitation number NB133020-11-03091 and NAICS code 511120, is structured as a firm-fixed-price purchase order consisting of a base year and four option years. The scope of the agreement is defined by a detailed list of academic journals within the ES Journal Collection, including specific product IDs and ISSNs. Managed by the Department of Commerce in Gaithersburg, Maryland, this award ensures that NIST scientists maintain uninterrupted access to specialized research materials not available through any other vendor.

Full Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Research Support Services Office, intends to negotiate with Elsevier B.V.; Amsterdam, NLD, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to obtain a renewal of the journal subscriptions described below. Background: The NIST Information Services Office (ISO), through the Research Library and Information Program (RLIP) and the Electronic Information and Publications Program (EIPP), provides professional scientific and technical information assistance to a community of 3,000 researchers throughout their research and publishing cycles. The mission of the Research Library and Information Program (RLIP) is to make literature and published research information available to NIST scientists to assist in the research-discovery process. The journals are critical to the work of the NIST scientist and are available in electronic version only to all NIST staff on campus through the NIST Virtual Library. Over 200 NIST-authored articles are published in Elsevier journals annually, and NIST researchers require access to those articles to further the research at NIST. Extensive market research shows that the journals provided by Elsevier are not offered by any other vendor. This requisition is a renewal of the subscription for 250 Elsevier electronic journal titles that NIST currently subscribes to. The NAICS Code is 511120. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Elsevier B.V. for this requirement for a base year plus four option years. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the journals necessary may clearly and unambiguously identify their capability to do so in writing on or before July 6, 2011 at 4 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Divya Soni at contact@example.gov.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
