Sciex 5500 Q TRAP LC/MS/MS 2 Service Agreement

The U.S. Food and Drug Administration, through the Office of Acquisition and Grant Services, is soliciting a firm-fixed-price service agreement for preventive maintenance and corrective repair services for a Sciex 5500 Q TRAP LC/MS/MS 2 system located at the National Center for Toxicological Research in Jefferson, Arkansas. The contract encompasses a base period from July 1, 2026, through June 30, 2027, with four optional one-year periods extending through June 30, 2031. All service activities must be performed by formally trained and certified original equipment manufacturer technicians using OEM specifications, manuals, service bulletins, and genuine OEM replacement parts. The contractor must provide at least one annual on-site visit for calibration and certification, include unlimited software and firmware updates, deliver remote monitoring and diagnostic notifications via AB’s Remote Monitoring software, and respond to on-site service calls within two to three business days. Technical support must be available Monday through Friday during normal business hours, with initial problem resolution initiated within eight business hours of contact. Each service visit requires a detailed field service report to be submitted to both the end-user and the Contracting Officer. Compliance with federal acquisition regulations is strictly mandated, including the use of deviations for key clauses such as 52.212-4, 52.204-13, 52.209-10, and 52.232-36, among others, addressing commercial services, SAM maintenance, inverted corporation prohibitions, third-party payments, security exclusions, and subcontracting. The contract incorporates service contract act obligations with a conditional exemption under FAR 52.222-48; if not certified, the contractor must comply with wage determination 2015-5121 and the full requirements of clauses 52.222-41 and 52.222-43. Offerors must be currently registered and active in SAM with a valid UEI, submit complete technical documentation including literature and specifications, and provide pricing that fully addresses the outlined service scope. The award will follow a lowest price technically acceptable (LPTA) process, where technical acceptability is a pass/fail threshold, and failure to meet requirements disqualifies the offer regardless of price.
