The contract seeks engineering services for the rehabilitation of the Emergency Responder Training Center Building (ERTC #1) located in Jamestown, North Carolina. This facility, built in 2001, serves as a simulated training environment for Fire Academy trainees and has undergone several minor repairs due to damage caused by excessive heat and water exposure. A recent structural analysis confirmed overall soundness but identified significant deterioration in large sections of the building resulting from water damage, freeze-thaw cycles, and heat exposure. Repair work will involve removing and rebuilding concrete slabs and installing new waterproofing systems to prevent future damage. The selected design team will be responsible for reviewing existing reports from SKA Consulting Engineers, using those as the foundation for remediation design, preparing bid documents, managing the bid process, and providing construction administration and inspection services throughout the project. Letters of Interest, qualifications statements, and standard SF-254 forms must be submitted by January 15, 2026, to the Construction Office at Guilford Technical Design Construction in Jamestown. The contract supports ongoing use of the facility for fire training and emphasizes restoring its structural integrity and durability.

A recent comprehensive structural analysis to determined that the building is structurally sound overall, but due to water damage, freeze-thaw, and heat, there are large portions of the structure that must be repaired by removing the concrete slabs and rebuilding. New waterproofing systems will be needed to protect the structure from future damage. The services required of the selected design team will be to use the various reports developed by SKA Consulting Engineers, Inc., to be provided for review before design team interviews, for the basis of design for the remediation of this structure.
