The contract pertains to the repair of the SCOOP DISC ASSEMBLY under solicitation N0010426QQB12, with a mandatory Repair Turnaround Time (RTAT) of 278 days measured from the physical receipt of the asset at the contractor’s facility, as recorded in the Commercial Asset Visibility (CAV) system. All pricing is firm-fixed-price, and contractors must include all associated costs for handling, repair, and restoration of items in potentially unwhole, damaged, or incomplete condition. The Government requires strict compliance with MIL-STD-130 Rev N for marking, and all repair work must adhere to manufacturer specifications, approved technical directives, and contractor-established overhaul standards. Inspection and acceptance are governed by Government Source Inspection, and contractors must maintain complete records for 365 days after final delivery. Delivery is FOB Origin, with freight management handled by the Navy per CAV procedures, and accelerated delivery before the scheduled date is encouraged. Contractors must be authorized distributors of the original manufacturer and must submit proof of authorization with their offer. Failure to meet the RTAT results in monthly price reductions per unit up to a specified maximum, with no reduction for excusable delays such as Government-caused holds, and non-compliance may trigger termination for default. Pricing must account for potential报废 (BR/BER) status, with a negotiated not-to-exceed fee for testing and evaluation if the item is deemed beyond repair. The contract enforces strict adherence to Buy American provisions, cybersecurity maturity certification requirements, small business subcontracting obligations, and security prohibitions outlined in applicable clauses. All technical documents referenced must be obtained from authorized sources, and distribution of Navy-provided materials is subject to specific non-disclosure and export control restrictions including NOFORN and other distribution statements. The quote must include unit and total price, RTAT, and, if different from the required timeframe, an explanation of capacity constraints, along with comparative new unit pricing and lead time for assessment. The award will be bilateral, requiring the contractor’s signed acceptance before execution.
