Raptor X Web plug-in

This notice is for informational purposes only IAW FAR 5.203(a). Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action based upon responses is solely within the discretion of the Government. In accordance with 10 U.S.C. 2304c(1) and FAR 6.302-1 the US Special Operations Command (USSOCOM) intends to negotiate on a sole source basis with Northrup Grumman Xetron (NG-Xetron), 460 W. Crescentville Rd, Cincinnati, OH 45246. The proposed action will be for the negotiation and award of a 1-year sole source contract with NG-Xetron for RaptorX/Web applications and plug-ins required to integrate NG-Xetron unattended ground sensor systems (UGS), Scorpion and Spectre into their upgraded data collection and dissemination architecture. NG-Xetron is the original equipment manufacturer (OEM) and sole provider of the Scorpion and Spectre UGS, and the Government does not own the specifications nor the drawings in order to permit full and open competition. The Justification and Approval (JNA) will be posted IAW FAR 6.305(d). As a result of the Sources Sought Request for Information (RFI) posted on Federal Business Opportunities (FBO) (Solicitation Number: RFI_NorthrupGrummanXetron_RaptorX-WebApps_n_plug-ins issued 12 April 2017), USSOCOM has determined that, in accordance with FAR 6.302-1(a)(2)(ii), no other responsible source will satisfy agency requirements with the available technical data without incurring substantial duplication of cost that is not expected to be recovered through competition. Per FAR 5.207(c)(16)(ii), all responsible sources may submit additional capability statements that will be considered by the agency. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet this requirement. All replies must be provided to the Government no later than Saturday, May 13, 2017 11:59 p.m. Eastern Standard Time. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt.
