This contract specifies the procurement of close tolerance screws, identified by part number 3M1169C4-10A and NSN 5305014769188, with a total quantity of 1,686 units to be delivered FOB origin within 165 days of the actual delivery order, with the original required delivery date set for January 11, 2027. The item is designated as a critical application component under The Boeing Company and other qualified suppliers, subject to stringent technical and quality requirements outlined in the DLA Master List of Technical and Quality Requirements, which supersedes all other referenced standards such as ASTM D3951. Packaging and marking must adhere strictly to MIL-STD-129 for labeling and MIL-STD-1916 or comparable zero-based sampling plans for inspection, with verification levels VII, IV, and II assigned to critical, major, and minor attributes respectively, and acceptance based on zero non-conformances unless otherwise specified. Mercury and mercury-containing compounds are strictly prohibited unless explicitly exempted for functional uses in batteries, lighting, instruments, sensors, controls, weapon systems, or NAVSEA-specified reagents, and any portable fluorescent lamps or instruments containing mercury must be shockproof with secondary containment as per NAVSEA 5100-003D. The contract incorporates multiple FAR and DFARS clauses including those governing cyber security, safeguarding covered defense information, NIST SP 800-171 compliance, hazardous material identification, employment eligibility verification, environmental sustainability, and prohibited procurement of certain foreign telecommunications equipment. All submissions must be made electronically via DIBBS by the deadline of May 18, 2026, with final delivery directed to the designated receiving warehouse in Tracy, California, and inspection and acceptance performed at the destination. Invoicing is exclusively conducted through WAWF, and the contract includes clauses mandating compliance with whistleblower protections, flow-down requirements for subcontractors, and restrictions on the use of former DoD officials. The contract type remains undefined pending contracting officer determination, with offerors permitted to propose alternative contract structures under the alternate clause. Compliance with the System for Award Management, UEI, and CAGE code registration is mandatory, and socioeconomic certifications such as HUBZone, SDB, or VOSB status must be accurately represented if claimed. All packaging must conform to DLA-specific palletization standards under RP001, with
