AI Contract Overview
The contract is for the procurement of 90 hexagon cap screws, NSN 5305015765287, under a small business set-aside solicitation issued by the Defense Logistics Agency’s Strategic Acquisition Program Directorate. The item is covered under an indefinite-delivery contract with a guaranteed minimum quantity of nine units and a maximum contract value of $350,000, though the listed quantity of 90 units is an estimate and not a firm obligation. Delivery is required FOB origin within 83 days of order issuance, with inspection and acceptance occurring at the destination. All supplies must comply with the DLA Master List of Technical and Quality Requirements, which supersede other standards such as ASTM D3951 for packaging. Packaging must adhere to MIL-STD-129 for marking and labeling, including manual and machine-readable barcodes, and palletization must meet RP001 DLA Packaging Requirements. The screws must be physically marked per RQ017, and government identifiers must be removed from non-accepted items as required by RQ011. Sampling and inspection follow MIL-STD-1916 or ASQ H1331, Table 1, with zero non-conformances required unless otherwise specified, and verification levels are set at VII for critical, IV for major, and II for minor attributes. The contract includes numerous Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses related to compliance, safety, cybersecurity, and socioeconomic obligations. Contractors must affirm small business status and provide UEI and CAGE codes, with mandatory disclosures regarding hazardous materials under 252.223-7001, including submission of Safety Data Sheets prior to award and ongoing updates if material composition changes. Radioactive materials exceeding specified thresholds require prior written notification and proper labeling per MIL-STD-129. Contractor compliance is enforced through clauses on combating trafficking in persons, employment eligibility verification, sustainable products, cybersecurity safeguarding of covered defense information (252.204-7012), and prohibitions on hexavalent chromium and covered defense telecommunications equipment. Invoicing must be submitted electronically via Wide Area WorkFlow, and accelerated payments are required for small business subcontractors. All technical, quality, and packaging requirements are governed by the most recent revision of the DLA Master List effective on the solicitation issue date, and no physical submission methods are accepted—responses must be filed via the DIBBS
