The contract solicitation SPE4A6-26-T-50V0 issued by the Defense Logistics Agency (DLA) Aviation ASC Commodities Division seeks to procure 130 units of hexagon head cap screws (NSN 5305-00-174-4033) with delivery required to the DLA Distribution San Joaquin facility in Tracy, California within approximately 146 days. This procurement is governed by strict technical and quality requirements as set forth in the DLA Master List of Technical and Quality Requirements, incorporating applicable technical data, inspection standards such as MIL-STD-1916 for sampling and acceptance, and MIL-STD-130N for item-level marking. Marking requirements mandate that the manufacturer’s symbol be permanently applied to the item surface, except for smaller fasteners, and that no markings be placed on bearing surfaces. The packaging must comply with MIL-STD-2073-1E and DLA packaging directives, including restrictions against the use or contact of mercury or mercury compounds. The contract includes comprehensive compliance and contractual clauses under both FAR and DFARS, including those addressing cybersecurity requirements per NIST SP 800-171, safeguarding of controlled defense information, export control restrictions on technical data (ITAR/EAR), and prohibitions against sourcing from restricted foreign entities. Payment will be handled electronically through WAWF, and contract administration, inspection, and acceptance will occur at the origin with contractor responsibility for quality and conformance, evidenced by a certificate of conformance. The solicitation specifies requirements for hazardous material labeling as per OSHA standards and mandates equal opportunity provisions and protections against trafficking in persons. The contract type remains unspecified but adheres to deviations and clauses allowing for alternative contract types proposed by offerors. Evaluation factors emphasize mandatory compliance with cybersecurity and export-control measures, with socioeconomic considerations such as HUBZone status factored into price preferences. No explicit options, key personnel, or organizational conflict of interest clauses are stated, and submissions are to be made electronically via the DLA Internet Bid Board System with adherence to submission deadlines and administrative instructions.
