The procurement is a fixed-price contract requiring delivery to DLA Distribution San Joaquin in Tracy, California, with a requested ship date of March 16, 2027. While the solicitation includes a price evaluation preference for SBA-certified HUBZone small businesses, it explicitly states that offers for items produced using additive manufacturing are ineligible for award. Strict compliance with safety and material standards is required, including a total prohibition on mercury or mercury compounds in all preservation and packaging processes. All hazardous materials must be labeled per the Hazard Communication Standard. Quality assurance is governed by specific sampling methods such as MIL-STD-1916 or ASQ H1331, where unspecified attributes are treated as major. Additionally, the contract enforces rigorous regulatory standards, including the Buy American Act, cybersecurity requirements for safeguarding covered defense information, and compliance with anti-trafficking in persons regulations. Offerors must submit their quotes via the DIBBS system by the September 25, 2026, deadline.
