Solicitation SPE4A7-26-R-X990 is a Firm Fixed Price, Total Small Business Set-Aside Indefinite Delivery Contract issued by the Department of Defense, ASC Supplier Oper AE and AF Div, for the procurement of machine screws (NSN 5305-01-559-8278). The contract features a five-year base period with an estimated annual demand of 1,000 units and a total contractual ceiling of 349,999.99 dollars. Delivery is required within 82 days after receipt of order, with FOB and inspection/acceptance terms set to destination. Award will be determined via a trade-off process, weighing cost or price approximately equally with non-price factors, with past performance, specifically SPRS assessments, historical quality, and delivery compliance, being significantly more important than other non-price factors. Technical compliance is governed by the DLA Master List of Technical and Quality Requirements, with strict adherence to MIL-STD-129 for marking, labeling, and barcoding, and ASTM D3951 for packaging. Quality assurance follows MIL-STD-1916 or ASQ H1331 sampling plans, with specific Acceptable Quality Levels of 0.1 for critical, 1.0 for major, and 4.0 for minor defects. The contract mandates the use of Wide Area WorkFlow for electronic invoicing and requires compliance with various FAR and DFARS clauses, including prohibitions on certain telecommunications equipment and the Buy American and Balance of Payments Program. Special requirements include DPAS rating for prioritization and specific documentation for airworthiness parts used on FAA type-certified aircraft.
