The contract solicitation SPE4A6-26-T-71J3 is for the procurement of nine machine screws identified by NSN 5305-01-415-8867, with a delivery requirement of 175 days after award, targeting delivery to the DLA Distribution DDSF New Cumberland Facility in Pennsylvania. The item is subject to export control under ITAR or EAR, necessitating prior authorization for any disclosure or transfer to foreign persons, whether within the U.S. or abroad, and only contractors with approved JCP certification, completed DLA training, and authorized access may handle the technical data, as governed by DFARS 252.225-7048. All supplies must comply with stringent packaging standards MIL-STD-2073-1E and marking requirements under MIL-STD-129 and MIL-STD-130N, including barcoding and physical identification of military property, with dry cleaning as the sole preservation method and a strict prohibition on mercury or mercury compounds. The solicitation mandates full compliance with federal regulations for hazardous materials under 29 CFR 1910.1200, requiring pre-award submission of hazard labels, and adherence to NIST SP 800-171 for safeguarding covered defense information, with mandatory cyber incident reporting under DFARS 252.204-7012. Delivery is FOB origin, and payment must be processed electronically through Wide Area WorkFlow with invoicing and receiving reports submitted per federal guidelines. The contract incorporates a broad array of FAR and DFARS clauses addressing employment equity, trafficking in persons, employment eligibility verification, contract changes, subcontracting, inspection, default, payment acceleration for small businesses, and prohibitions on hexavalent chromium, covered defense telecommunications equipment, and compensation of former DoD officials. The evaluation approach is not explicitly detailed but indications of an automated award process and the absence of technical or past performance evaluation factors suggest a price-based selection, likely LPTA, with socioeconomic considerations such as small business, HUBZone, WOSB, and SDVOSB status required for eligibility. Offerors must provide valid UEI and CAGE codes, affirm size and status certifications, and disclose any covered telecommunications equipment or joint venture partners. The solicitation closes on June 3, 2026, with all responses required through the DIBBS electronic portal, and no attachments are explicitly
