The contract solicitation SPE4A6-26-T-13AR seeks procurement of 720 packaging units (PG) of machine screws, with each unit containing 50 screws, totaling 36,000 individual items, to be delivered FOB origin to DLA Distribution Warner Robins, Georgia, no later than 72 days after order placement, with an original required delivery date of January 25, 2027. The item is defined by the current revision of the consensus non-government standard NASM51959 Revision 3 dated August 31, 2022, and must conform to all applicable technical and quality requirements listed in the DLA Master List of Technical and Quality Requirements identified by R-numbers RA001, RP001, RQ011, and RQ017. Sampling and inspection must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified, and attributes not otherwise classified are treated as major with an AQL of 1.0. Marking and identification of each item must comply with MIL-STD-130N paragraph 4.1.b(2), including manufacturer’s logo, lot number, and material identification, while prohibiting any intentional use of mercury or mercury compounds in the hardware, preservation, packaging, or marking, with limited exceptions for functional components like batteries and sensors that must include secondary containment. Packaging must adhere to MIL-STD-2073-1E with preservation method code 10 (cleaning and drying only), no preservation materials used, unit containers designated as D3, and palletization in accordance with DLA’s RP001 requirements. Marking for shipment must follow MIL-STD-129 with no special marking required, and the item is subject to the Plastics Removal in the Marine Environment (PRIME) program, making packaging requirements mandatory. The contract includes mandatory clauses addressing combating human trafficking, employment eligibility verification, sustainable products, hazardous material identification, cybersecurity safeguards, cyber incident reporting, small business representation, whistleblower rights, and restrictions on compensation of former DoD officials. Payment will be processed through Wide Area WorkFlow, acceptance occurs at the destination, and the unit of issue PG became effective January 1, 2023.
