The contract pertains to the procurement of 157 shoulder screws, identified by NSN 5305-00-835-9669 and part number NAS1704-5, manufactured in accordance with NAS1703 through NAS1710 Revision 10 dated November 30, 2012, and compliant with Quality Assurance Provision QAP-13873 Revision D dated February 9, 2023. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, which supersede any other standards including ASTM D3951 for packaging. Inspection and sampling must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified, and attributes are to be classified with verification levels VII, IV, and II corresponding to AQLs of 0.1, 1.0, and 4.0 respectively. Identification marking must adhere to MIL-STD-130N paragraph 4.1.b(2) in addition to manufacturer markings. The product must be packaged per MIL-STD-129 and palletized per DLA Packaging Requirements, with unit packaging conforming to QUP 025. The Certificate of Quality Compliance (CoQC) is mandatory and must be submitted in compliance with CDRL-COQC-26033. The items are to be delivered FOB origin within 74 days to Warner Robins AFB, Georgia, with a delivery date required by January 9, 2027. The contract specifies zero variance in quantity, inspection and acceptance occur at destination, and all transportation and shipping details follow DLA Procurement Notes C19 and C20.
