The contract pertains to the provision of environmental services for Sea Turtle Nest Monitoring and Management at Naval Base Guam and Marine Corps Base Camp Blaz, with a total performance period of twelve months from the date of award. All work must comply with the revised Performance Work Statement, which has been updated through Amendment 0002 to specify that fieldwork and surveys shall commence only after approval of the AHA/APP. The solicitation is strictly set aside for Small Business Concerns, and only qualified small businesses may submit quotations; submissions from non-small businesses will be rejected. The contractor is required to provide a lump sum price for conducting nest monitoring and inventory across beaches with suitable sea turtle habitat at both installations. Amendments to the solicitation, including RFI responses and revised PWS attachments, are issued sequentially and must be acknowledged by offerors in their proposals. It is the offeror’s sole responsibility to regularly monitor piee.eb.mil for all amendments and updates, as notices alone do not alter the solicitation—only formal amendments do. Quotations must be submitted electronically through the PIEE system by the deadline posted on sam.gov, with no oral or hand-delivered submissions permitted. The contracting office is the Naval Facilities Systems Command Marianas, and all communications must be directed to the point of contact provided.
