SeaChange TV Automation Assurance

This is a notice of intent to issue a contract to Tillotson Consulting, LLC, 2120 Potomac Place, Lawrenceville, GA 30043 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). This is a follow-on requirement to an existing support service contract. SeaChange International was the original manufacturer and provider of these services which are used exclusively by DMA OCONUS networks at DMA Mannheim, DMA Vicenza, and the DMA Broadcast Center Riverside, California. Sea Change Int'l transferred all of its Broadcast Products and Services to XOR Media, and XOR has authorized only Tillotson Consulting, LLC. as a reseller to provide the extended warranty services for the Sea Change automation systems. This is a renewal action for extended warranty and technical support services that have been provided to DMA on a continuing basis for the last nine years. Renewing the extended service on these automation systems will allow DMA Technical Services the time to select, test and procure a replacement system. The support service will cover a period of 12 months commencing from the date of award. Justification and Approval for Other Than Full and Open Competition is hereby attached. This announcement constitutes the only notice; a written solicitation will not be issued. Interested persons may identify their interest and capability to perform by responding to this notice by the specified closing date. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date specified in this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
