The United States Coast Guard Surface Forces Logistics Center is soliciting quotations for ten units of a specific Seal Assembly for Rudder Stock, NSN 5330-01-565-9776, manufactured by Defense Maritime Solutions, Inc., part number H75492-01. This procurement requires strict adherence to detailed preservation, packaging, and marking standards as outlined in military specifications MIL-STD-2073-1E and MIL-STD-129R, including the use of ASTM-certified shipping containers and skid mounting for heavier crates to ensure damage-free delivery. Standard commercial packaging is explicitly unacceptable, and failure to comply with these packaging, packing, marking, and bar-coding requirements will result in rejection of the items and potential payment delays. Shipments are to be delivered to the Coast Guard’s receiving facility in Baltimore, Maryland. This acquisition follows a combined synopsis/solicitation format under FAR Subpart 12.6 for commercial items, with a NAICS code of 339991. The procurement is anticipated to be a non-competitive sole source award given the proprietary nature of the items and their manufacture solely by Defense Maritime Solutions, Inc., or authorized distributors. Interested parties with the capability to supply these original equipment manufacturer (OEM) parts are invited to submit relevant information, including OEM authorization letters, within two calendar days of the solicitation posting. The contract will be awarded on a firm fixed price, lowest price technically acceptable basis, with quotations due by February 11, 2026. Contractors must be registered in the System for Award Management (SAM) and comply with a range of federal acquisition regulations and clauses addressing socioeconomic considerations, prohibitions related to labor and foreign ownership concerns, compliance with the Buy American Act, and electronic payment requirements. The solicitation emphasizes transparency in offeror status, specifically concerning inverted domestic corporation rules and requires inclusion of completed representations and certifications as per FAR 52.212-3. The Coast Guard intends to award the contract on an all-or-none basis to a responsible offeror whose submission best meets the government's requirements.
