Delivery is required within 70 days of award to a designated government depot, with all items needing at least 31 months of remaining shelf life upon delivery, as this is a TYPE I (CODE S) item with a 60-month non-extendable shelf life requiring 85 percent remaining at time of receipt. Strict packaging requirements mandate medium duty, waterproof, greaseproof, and opaque bagging per MIL-DTL-117, Type II, Class C, Style 1, due to UV sensitivity of the material, and all marking and palletization must comply with MIL-STD-129 and RP001 DLA packaging standards. The solicitation enforces comprehensive compliance with federal acquisition regulations, including mandatory CMMC Level 2 certification for cybersecurity, which requires a certified third-party assessment and adherence to NIST SP 800-171 requirements. FAR clauses with deviation 2026-00038 govern contract type, small business representation, employment equity, trafficking prevention, employment eligibility verification, hazardous materials handling, and safeguarding of covered contractor information systems. All vendors must be registered in the System for Award Management (SAM), use WAWF for electronic invoicing and receiving reports, and comply with Buy American Act and Balance of Payments Program restrictions. Offerors must submit complete representations regarding socioeconomic status, excluded parties, and covered defense telecommunications, with no small business set-aside applying. Technical and quality requirements are referenced through the DLA Master List of Technical and Quality Requirements, and removal of government identification from non-accepted items is required. Proposals must be submitted via the DIBBS portal by July 27, 2026, with all certifications completed and foreign sourcing disclosed where applicable.
