The USCG Surface Forces Logistics Center is seeking quotations for the procurement of four sealing rings, specifically O-Rings, manufactured by Rolls-Royce Marine, identified by NSN 5330-21-912-4287 and part number B8106487. This solicitation, issued as a combined synopsis/solicitation under FAR Subpart 12.6, requests quotes by February 17, 2016, with award anticipated around February 18, 2016. The order will be awarded based on price to a responsible source, with simplified acquisition procedures applied according to FAR 13.5. Substitute parts are not acceptable, and all items must be individually packaged and bar-coded per Coast Guard specifications, with inspection at the destination in Baltimore, MD. Delivery is expected by March 28, 2016, or the earliest possible date offered. Quoters must have valid DUNS numbers, be registered in the System for Award Management (SAM), and submit required company tax information along with their proposals. Respondents are also required to address foreign ownership disclosure provisions and comply with several applicable FAR clauses related to commercial acquisitions, small business considerations, labor laws, and electronic payments. Any entities other than Rolls-Royce Marine or its authorized distributors must submit proof of capability, including OEM authorization letters, within two days of the posting to be considered. The contract terms include strict packaging and delivery conditions to ensure compliance with government standards, emphasizing genuine OEM parts and authorized distribution channels for the items used on various US Coast Guard vessels.
