The contract solicitation SPE8ES-26-T-2383 specifies the procurement of a sealing compound identified by NSN 8030014501952, furnished as 1/8-inch thick by 3/4-inch wide by 25-foot long rolls, with twenty-eight rolls packaged per unit box in an off-white color. The item is classified as Type I with a non-extendable 12-month shelf life, requiring storage at 72°F (22°C) in a dry environment without refrigeration. Packaging must adhere to MIL-STD-2073-1E and DLA RP001 standards, with marking in compliance with MIL-STD-129, including a special marking code of 32 to indicate shelf-life status. The product must be shipped via traceable freight to Dover Air Force Base, Delaware, with delivery required within 20 days of order and no parcel post permitted. Inspection and acceptance occur at the destination upon arrival. The sealing compound is subject to stringent hazard communication requirements under OSHA’s 29 CFR 1910.1200, mandating submission of Safety Data Sheets (SDS) and compliant HCS labels in place of outdated Material Safety Data Sheets (MSDS). Suppliers are required to train employees on these updated labeling standards, which also align with the Globally Harmonized System and applicable statutes such as the Federal Hazardous Substances Act and Consumer Product Safety Act. The contract incorporates multiple Defense Federal Acquisition Regulation Supplement clauses related to cybersecurity, including safeguarding covered defense information, cyber incident reporting, and NIST SP 800-171 compliance, alongside provisions prohibiting hexavalent chromium and hazardous material storage. Contractor personnel must verify their entity identifier and CAGE code, and the acquisition is governed by clauses addressing equal opportunity, human trafficking, employment eligibility, and whistleblower protections. The solicitation is issued under simplified acquisition procedures with no specified contract type, pricing, or award methodology explicitly stated, suggesting a potential Lowest Price Technically Acceptable approach. All submissions must be filed electronically via DIBBS before the response deadline of July 22, 2026.

General Info

Procure 28 rolls of Type I shelf-life sealing compound, FOB Dover AFB, 12-month limit, compliant with MIL-STD and hazardous material rules.
