Solicitation SPE8ES-27-T-0205 is a requirement by the Defense Logistics Agency for the procurement of 10 kits of gray sealing compound, identified by NSN 8030-01-479-6036. The material must conform to SAE Aerospace Material Specification AMS 3281E, specifically Type 1, Class B-1/2, with a separate catalyst and a specific gravity between 1.20 and 1.35. The item is subject to Qualified Products List (QPL) requirements, meaning the manufacturer must be QPL approved at the time of award. The product has a shelf life of 9 months, which is extendable, and must be delivered FOB destination to JBPHH, Hawaii, within 5 days after order. Compliance requires strict adherence to MIL-STD-129 for marking, including the addition of lot or batch numbers, and MIL-STD-2073-1E for packaging. Because the material is hazardous, suppliers must provide Safety Data Sheets (SDS) and labels consistent with 29 CFR 1910.1200 or applicable CPSA and FHSA statutes. The contract incorporates various FAR and DFARS clauses, including the Buy American and Balance of Payments Program, safeguarding of covered defense information, and electronic invoicing via the Wide Area WorkFlow (WAWF) system. Quotations must be submitted through the DLA Internet Bid Board System (DIBBS) by November 3, 2026.
