Vendors must complete and submit certification forms and a non-disclosure agreement via the DLA TDMT portal to gain access. Additionally, the technical data is subject to export controls under ITAR or EAR, requiring prior authorization for any disclosure to foreign persons, regardless of location, and restricting access only to contractors with approved JCP certification, completed DOD export training, and DLA authorization.
