Solicitation SPE7MC-27-T-0855 is a federal procurement issued by the Defense Logistics Agency for the supply of four valve seats (rings), identified by NSN 4820-01-146-4137. The items are to be delivered to the DLA Distribution Puget Sound facility in Bremerton, Washington, with a required delivery date of June 22, 2027, and a need ship date of March 9, 2027. The contract is established as FOB Origin and requires the use of the Wide Area WorkFlow system for electronic invoicing and payment processing. Compliance requirements are stringent, including adherence to MIL-STD-2073-1E for packaging, MIL-STD-129 for marking, and the RP001 DLA packaging requirements. Technical data associated with this item is subject to ITAR or EAR export controls, restricting access to approved contractors with US/Canada Joint Certification Program certification. Quality assurance is critical, as the manufacturer's inspection system must comply with SAE AS9003 or ISO 9001, and acceptance is based on zero non-conformances during origin inspection. The procurement is open to various small business categories, with a specific price evaluation preference available for SBA-certified HUBZone Small Business Concerns. Offerors must comply with the Buy American Act and the Berry Amendment, and those using non-domestic materials must provide full disclosure. Notably, items produced via additive manufacturing are ineligible for award unless specifically authorized. Evaluation may be conducted via an automated award process, and failure to provide a Safety Data Sheet prior to award may result in the offeror being deemed non-responsible.
