Full Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a sole source, Fixed Price Indefinite Quantity Indefinite Delivery contract to The Modal Shop, Inc. (TMS) (CAGE 0X6U3) in Cincinnati, OH for the procurement of installation and training for the Secondary Vibration Calibration System (SVCS) (PN: K9155D31). The Government also requires a technical manual for operation of this system. Facility Requirements documentation shall be provided by the OEM in advance, including but not limited to air supply and AC Mains power requirements.
The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." TMS is the design activity and is the OEM of the SVCS. TMS does not have any authorized distributors that would have the ability to complete the Government’s technical data requirements for this effort. TMS is the only source with the requisite knowledge, experience and technical expertise to produce production replacement systems for the US Navy/Marine operational environment without a developmental effort to meet the Navy’s requirements. The Government does not own and TMS will not sell the technical data for this requirement.
This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
