The U.S. Army Corps of Engineers, Kansas City District, intends to make a sole source contract award to HNTB Corporation for completing additional design work on flood control projects at South Fork Clear Creek Route FF, Argosy Road, and Stranger Creek under the Emergency Streambank Protection Program governed by Section 14 of the Flood Control Act of 1946. The design work had previously been conducted by HNTB, and due to flooding in May 2007 causing further erosion, additional surveys and revisions are required. Using the original contractor is considered necessary to avoid substantial duplication of cost and delays that would occur if the contract were competitively awarded. The contract is expected to be a fixed price award around mid-September 2007. No solicitation package will be issued, and this notice is not a request for competitive proposals but serves to inform interested parties that responses may influence future procurement decisions. The contract encompasses resurveying and modifying designs to accommodate changed site conditions on the three project locations. All inquiries or expressions of interest are to be directed to the Contracting Officer or Contract Specialist listed, but competition is not anticipated. This action is supported by statutory authority under federal acquisition regulations and the Department of Defense requirements to efficiently address urgent flood-related restoration needs.
