The General Services Administration (GSA) has issued a refreshed electronic solicitation, effective July 2, 2009, for the Federal Supply Schedule titled FSC 71, Part III, Section E, which covers security cabinets, safes, vault doors, map and plan files, Comsec containers, and special access containers. This solicitation (number 3FNG-BA-030001-B, Refreshed #12) supersedes the previous version issued in May 2008 and incorporates clauses mandated by the American Recovery and Reinvestment Act of 2009. Interested parties can access and download solicitation documents online at FedBizOpps.gov using the solicitation number, with instructions available for submission. The only notable changes from the prior solicitation are updated points of contact and mailing addresses for offers. Questions related to contracting should be directed to the designated contract specialist. Contracts awarded under this schedule will have a base term of five years with up to three additional five-year options, potentially totaling twenty years contingent upon satisfactory performance. Key factors for contract renewal include sales performance, quality, prompt Industrial Funding Fee payments, and participation in the GSA Advantage! online platform. Participation in GSA Advantage! is mandatory for option renewals, and awardees have six months post-contract award to upload their electronic catalogs to the site. These indefinite delivery-indefinite quantity contracts require a guaranteed minimum of $2,500 for the contract period and include Industrial Funding Fee provisions. The solicitation encourages offers from 8(a) firms but is open to all responsible sources. Offers must be submitted in duplicate to the specified GSA address, and the solicitation may be requested via fax or mail if Internet access is unavailable. The point of contact for this solicitation is Thomas E. Murray, Contract Specialist for GSA.
