Security Laminates

The U.S. Government Printing Office (GPO) seeks other than full and open competition and conduct a sole source contract for security laminates. Services include the following: security feature design, product design, and necessary form factor creation, adhesive adjustment for use with existing paper stock, inks, binding equipment, and issuance equipment. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302.1 (a)(2)(ii)(a) "Only one responsible source and no other supplies or services will satisfy agency requirements", for this highly specialized equipment when it is likely award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This notice is neither a request for proposals nor a solicitation of offers. A determination by the government not to compete this proposed effort on a full and open competition basis, based on responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR QUOTES/PROPOSAL (RFQ/RFP).
