The Pennsylvania Department of General Services is soliciting qualifications for a statewide Invitation to Qualify (ITQ) contract for Security, Surveillance, and Fire Systems Maintenance services. This contract is designed to qualify suppliers who will then be eligible to respond to specific Requests for Quotes (RFQ) from various Commonwealth agencies. The scope of work encompasses maintenance, testing, monitoring, and repair for nine distinct system categories, including fire detection and suppression, CCTV, access control, security communication, and material/substance detection systems. The contract excludes installation or repairs that require structural changes but includes critical services such as acceptance testing, preventative maintenance, and training. The term of this agreement is set to expire on May 31, 2031, though the Commonwealth maintains the option to extend the term by up to 90 days. To qualify, suppliers must be registered as a PA Supplier and create a user profile within the JAGGAER portal, as all qualifications must be submitted electronically through that system. Prospective contractors must demonstrate technical capability by providing personnel resumes showing at least two years of experience and maintaining all necessary certifications and manufacturer authorizations. Compliance with various labor laws, including the Prevailing Wage Act, is mandatory. Additionally, contractors may be required to undergo cybersecurity audits, such as SOC 1 or SOC 2 Type II, at their own expense if they handle Commonwealth financial transactions or classified data. Award decisions will be made to all responsive and responsible bidders, with mandatory requirements including timely receipt of the bid and proper signatures. Successful contractors must also establish separate billing accounts with each using agency and will receive payments via Automated Clearing House (ACH).
