The following questions and answers have been added for clarification: For the development and facilitation of a pilot-test of performance measures to assess HIT practices, would it be OK to assume a level of effort of 1 person for the duration of the project? Depending on the proposal received from the contractor, we will consider proposals from individuals as well as groups. In the Statement of Work, Stage one refers to the on-going pilot-test. Can you provide additional information on this pilot test so that we can better determine the level of effort that will be required to augment the existing program? If not included with this information, can you provide a list or description of the current HIT practices being used? A very wide variety of High Impact Targeted practice have been implemented by USDA on more than 5,000,000 acres as part of the initial stage of this work, which is ongoing. This RFP concerns selection of 3-5 HIT practices that could be broadly applicable and for which an inter-agency outcome measure could be developed, per the RFP.
